Exploring Innovation in Earned Value at Project Controls Expo USA

At this year’s PCE USA, we’re excited to have the opportunity to share via a presentation in the Innovations Zone the EVM system and associated integrated project controls technology we have developed and implemented for Defence Equipment & Support for the UK Ministry of Defence to help them to meet their target of becoming recognised leaders in the delivery of military equipment solutions for the information age.

With £12 billion annual spend across 600+ live projects, 150 sites and 11,500 employees and an operating budget of £178 billion over the next 10 years, procurement within the UK Ministry of Defence is a vast and challenging operation. The challenges are in the breadth and volume of what DE&S (Defence Equipment & Support) does in the procurement and ongoing support of everything from boots to tanks in all three sectors of the UK armed forces.  

In our presentation at the event, RPC Technical Director, Dave Hurren, shows how an automated and integrated project management system can transform the accuracy, speed and reporting across programs and portfolios to support world-class Earned Value Management and a clear and timely oversight of all projects at all stages and all levels.

Earned Value is at the heart of the DE&S mission to become recognised leaders in the delivery of military equipment solutions for the information age by 2025. A measure of the success of this aim was the target of 85% of projects achieving a CPI and SPI of between 0.9 and 1.1. To achieve this, DE&S embarked on the implementation of an Earned Value Management System, developed by RPC UK Ltd and encompassing new and updated processes at all levels of the organisation, driving performance and variance-based reporting.

  • Automated and digitised integrated cross-platform Work Breakdown Structures (WBS) and their Dictionaries  
  • Automated and connected management of PMB (DB and UB) and MR to total CBB
  • CA logs  
  • EV analysis across financial and work breakdown structures  
  • Automated and connected management of Schedule Reserve, VAR and BCR   

All of this is now accessible throughout the entire structure of the projects managed and delivered by DE&S and their supplier base. 

DE&S’s vision was to implement a single platform to enable this, not multiple disparate tools, and Oracle Partner RPC UK Ltd was engaged to deliver the software component required. With DE&S already using Oracle Primavera P6 EPPM for their management of schedules, resources and expended time, Oracle Primavera Unifier was selected to manage all EV capability required, including integrations with external systems and P6, cross-project and in-project EV reporting – including WBS, CA, WP, and PP analysis and reporting. 

By creating a fully integrated program management solution, this approach eliminates the shortcomings of traditional ways of working with silos of information held by disparate functions across a program: manual data handling that is prone to error; information stored in multiple Excel spreadsheets that may be inconsistent; unreliable and out-of-date reporting – all of this is mitigated at a stroke with a solution that is rigorous, auditable and secure. Each figure in the system is immutable: can be traced back to its root and verified at each stage. One single source of the truth. A powerful and multi-faceted Earned Value Management Solution. 

Building on this successful implementation, the solution is continuing to grow and evolve to include further project management requirements, including financial reporting, schedule and cost management, risk management, basis of estimate, funding and approval management and more.
